Haa Dzongkhag, encompassing a total area of 1899.02 Sq.km. with a population of little over 13,655 with an altitude ranging from 1000-5600 meters above the sea level, The Dzongkhag is administratively divided into six Gewogs namely, Bji, Eusu, Kar-tshog, Samar, Sombaykha and Gakidling. Due to hard physical barriers, Dzongkhag is administratively decentralized to one Drungkhag which is expected to address most of the constraint faced by the people of two Gewogs of Sombaykha and Gakidling.
The Dzongkhag is characterized by a rugged and mountainous terrain, and communities are located in remote settlements. The Dzongkhag is topographically divided into north and south. Bji, Kar-tshog, Eusu and Samar Gewogs lies in the north while two Gewogs Gakidling and Sombaykha are separated from north by Tergola and Sela pass.
Haa is one of the least populated Dzongkhag after Gasa with a population of 13,655 only as per Population Housing Census of Bhutan (PHCB) 2017. The vegetation ranges from broad leafed forest in the southern Gewogs to coniferous and sub alpine in the central, and pure alpine vegetation in the high lands of the northern Gewogs. The Dzongkhag is endowed with very rich flora and fauna and about 74% of the Dzongkhag is under forest cover.
It has cold and dry winters and wet and warm summers. In winters, the temperature drops down to minus seven degree Celsius at the extreme minimum. The Dzongkhag receives snow fall several times in a year from late November till late March.
Haa being located in very high altitude, the cultivatable agricultural land forms only around 2% of the total area of the Dzongkhag. Since the Dzongkhag is constrained by the prolonged winter and short growing seasons. Most of the Gewogs own dry land areas and pasture lands. Majority of the people depend on livestock and business. Livestock rearing constitute an important economic activity in the Dzongkhag, with a majority of the northern Gewogs depending on livestock products such as butter, cheese and yak meat for their livelihood. Wheat is the main cereal crop grown in the dzongkhag, and other crop includes barley and buckwheat. In the south cardamom and ginger constitutes the principal cash crops and in north potato serves as main cash crops, while apples and vegetables are also cultivated on a moderate scale.
The Dzongkhag has good education coverage with 1 private higher secondary school, 1 central school, 1 Armed Force Public school, 3 Lower secondary schools, 4 primary schools and 1 extended Class Rooms with total enrollments of 3392 students, with 1700 boys & 1692 girls and 208 teachers, 113 males & 95 females in 2017.
The Dzongkhag hospital is under construction at the moment. Therefore, the Bali BHU-I functions as the Dzongkhag Hospital supported by 4 BHUs Graded II. Some cases are also referred to Military Hospital (MH), rendering public health services in the Dzongkhag.
Bje, Kar-tshog, Eusu and of Samar Gewogs are within radius of 15 Kilometers from Dzongkhag administration and have fairly good road network and other Facilities like electricity, telephones connection, water supply, health and education coverage with better living conditions. Sombaykha and Gakidling on the other hand are very remote and very relatively poor. They have tends of scatters settlements, rugged terrain. Although they have good coverage of health, education and mobile connectivity, and expecting good rood network very soon.
In 2002, subsequent to the 79th session of the National Assembly, the valley was opened to foreign tourism. With the cultural sites of 41 lakhangs, which are owned by Government, Community and private individual.
